This is Yuketen's version of a classic line man boots also referred to as a highliner or a lace to toe shoe. During the 1930s and 1940s, wiring began to become more common in the United States and in order to carry out this risky profession, proper shoes were needed that provided good protection but that still was easy to wear when climbing ladders. The fact that the lacing goes far out on the toe is said to be so that you could tie them as tight as possible to avoid a clumsy feeling.
These boots have been used but are in good condition! The leather has traces of being worn with a start of a nice patina, but if you prefer they can be cleaned and treated with boot cream to make them shine again. The soles are in good condition and wont need any maintenance at this point.
